Generate Public Family Coverage Application Labels

Causes a set of application numbers to be issued to the requesting client, along with a PDF for printing associated application labels. The issued numbers can then be used in the creation of subsequent applications. Client systems will typically request a set of numbers in advance and then, over time, use those numbers in creating new applications. When it runs out, the client can request a new set.
